They will be joined by ministers, members of Knesset, security system leadership, and heads of rescue organizations.
The first ceremony at 11:00 a.m. will honor fallen soldiers and security forces, followed by a 2:00 p.m. service memorializing civilian victims. Throughout the day, flags nationwide will fly at half-mast until sunset.
Notable absences will include residents of Kibbutz Nir Oz, one of the communities most devastated by the attack, where 117 of its 400 members were either murdered or kidnapped. According to the Times of Israel, the kibbutz’s decision came after Prime Minister Benjamin Netanyahu failed to respond to their invitation to visit the community. Similarly, Kibbutz Be’eri has declined participation, stating they are still in the process of burying their dead and working to secure the return of hostages.
