President Trump has made a major concession to Saudi Arabia just days before his highly anticipated visit to the kingdom, abandoning a key U.S. policy that had linked nuclear cooperation with Israeli recognition.

President Donald Trump has made a major concession to Saudi Arabia ahead of his upcoming trip next week to the region. According to Reuters, the United States is no longer demanding that Saudi Arabia normalize diplomatic relations with Israel as a condition for progress on civil nuclear cooperation talks. The kingdom has consistently maintained its position that formal recognition of Israel would only come with the establishment of a Palestinian state.

During his administration, President Joe Biden made expansion of the Abraham Accords to include Saudi recognition of Israel a condition for nuclear cooperation. When asked about the policy change under Trump, U.S. National Security Council spokesman James Hewitt told Reuters: “When we have something to announce, you will hear it from the President. Any reports on this are speculative.”

Trump’s Saudi visit next week marks only his second foreign trip since returning to office in January. The president himself has been characteristically bold about his ambitions for the trip, publicly challenging Saudi Arabia to increase planned U.S. investments from $600 billion to a full $1 trillion.

Still, significant hurdles remain before any agreement can be finalized. Saudi Energy Minister Prince Abdulaziz bin Salman has publicly stated the kingdom’s intention to enrich uranium, putting Riyadh at odds with Section 123 of the U.S. Atomic Energy Act, which imposes strict controls on nuclear technology transfers.

One creative workaround reportedly under consideration involves a “black box” arrangement where enrichment would technically occur on Saudi soil, but only American personnel would have access to the facilities.
